When its possible to make member payments and buy GC for other players?

it is possible already, buy GC for yourself, and sell to other players.. you can sell to other players anyway you want to; paypal, wmz, credits etc

But my question was : when its possible to make gift payments for other players like it was before

the option is not needed anymore, if you want to just give as a gift, you can just buy gc and trade to other player ingame for free
